The stretch between two whole numbers is itself cut into equal pieces. Count how many pieces there are to learn what each is worth — ten pieces make each worth one tenth.
Between 0 and 1 cut into ten pieces, the mark seven pieces along reads 0.7.
Treating every tick as 0.1 out of habit. Five cuts between whole numbers make each piece worth 0.2, and only the labels reveal which layout you have.
