Compare each bar top with the numbered gridlines. When it stops between two lines, split the difference — halfway between 10 and 20 reads 15.
With gridlines every 5 units, a bar reaching the third line shows 15.
Assuming the scale starts at zero and steps by one. Both need checking on every chart.
